Ferb from Phineas and Ferb once said, "A hero is a hero but everyone loves a good villain." But what makes a good villain? Good, believable villains must act deplorably in the reader's mind, but they can't just be caricatures. Like all characters, villains need to be well-developed for the readers to care about them.
